Affordable homes built into new development

Affordable homes built into new development

What I heard

Participants wanted affordability to be planned into new development instead of depending on occasional projects or favourable market conditions. They supported using development rules and public agreements to secure homes that remain affordable.

Why it matters

New housing supply does not automatically meet the needs of lower-income households. If affordability is not considered at the planning stage, new growth can leave many residents without a realistic housing option.

What I learned...

Participants connected the amount of housing being built with the kind of housing being built. Their concern was not growth by itself, but whether growth produces homes that people with different incomes can actually use.
Jurisdiction notes
The City can influence development through its Official Plan, development approvals, zoning or community-planning tools, municipal land and incentive programs. The exact affordability tools available to municipalities are constrained by provincial legislation, while deeper affordability often requires provincial or federal funding.
