What I heard
Participants wanted emergency plans to reach people who may not receive a website or radio update. Their vision included accessible information, food and practical support delivered through strong neighbourhood, community and public-health partnerships.
Why it matters
During an emergency, a warning only works if people receive it, understand it and can act on it. Residents facing disability, poverty, isolation, language barriers or limited internet access may need different forms of communication and support.
What I learned...
Participants treated communication as part of the emergency response itself. The vision depends on trusted local networks as well as official alerts and centralized services.
