A housing system with no dead ends

A housing system with no dead ends

What I heard

Participants wanted a real path from emergency shelter to transitional and supportive housing, rent-geared-to-income homes and stable market housing. The concern was not simply a shortage in one part of the system, but the gaps between each stage.

Why it matters

A shelter bed is not a permanent solution. When the next appropriate housing option is unavailable, people can remain stuck in crisis and scarce emergency spaces cannot serve those who need them next.

What I learned...

Participants understood housing as a connected continuum. Their vision depends on each part having enough capacity for people to move forward rather than cycle back through emergency services.
Jurisdiction notes
The City is responsible for housing and homelessness services across the City and County and can coordinate local shelter, supportive-housing and community-housing efforts. New supply and operating support also depend heavily on provincial and federal funding, health services and housing policy.
