I would not proceed with the Multi-Use Sport and Event Centre in its current form. I would oppose further major financial commitments toward construction until the remaining partnership funding is secured in writing and Council has a complete picture of the project's costs, including financing, site remediation, future operating costs, and the impact on the City's borrowing capacity.
My preference is to invest what is necessary to maintain and modernize the existing Memorial Centre. The City currently identifies about $22.4 million in necessary repairs and maintenance over the 15 years beginning in 2027, in addition to $1.5 million already identified in the 2026 capital budget; additional structural work would be required for heavier concert rigging.
I would still aggressively pursue provincial, federal, sponsorship, and other outside funding. I also want better transit, walking, and cycling connections to the Miskin Law Community Complex, building on its two newer ice pads and community recreation space.
For me, the central issue is opportunity cost: even if a new event centre would bring benefits, they do not justify committing this much municipal financial capacity under current circumstances, particularly given significant housing and essential-infrastructure needs.
